Summary:

Facebook is seeking a Workforce Development Manager (WDM) to join our Global Data Center Connectivity team (GDCC). Our data centers are the foundation upon which our innovative services are delivered and our rapidly scaling infrastructure operates. The DCC team lights up Facebook’s global data centers, using the latest fiber, cabling and ISP materials to deliver the physical infrastructure that connects the world to our services, videos, feeds, and other information stored on Facebook’s global network.

The Workforce Development Manager role has the global responsibility for finding, growing, and retaining GDCC staff as well as the development and optimization of GDCC's vendor workforce. This role is critical for the current and future growth of the team and includes partnering with cross-functional teams for GDCC organization planning, recruiting, interviewing, on-boarding, training, staff development, and vendor recruiting, training, and optimization. The development and maintenance of metrics to measure the success of GDCC's workforce development programs are also keys to success. This role is full-time and located in Menlo Park, CA, and supports GDCC teams in North America, Europe, and APAC.

Required Skills:

  1. Cross-Functional Liaison - Serve as main GDCC point of contact with cross-functional partners to find/grow/keep our team with all functions highlighted below, including HRBP's, Contingent Workforce HRBP's, L&D, Recruiting, Procurement, and other teams responsible for hiring, on-boarding, and training data center staff.

  2. Organizational Planning - Lead short and long-term team headcount planning and prioritization to support Facebook's long-range plan, collaborate with other teams to re-allocate future headcount when needed. Lead strategic organization re-designs to ensure GDCC is optimally delivering services to internal customers and utilizing the appropriate amount of internal and external labor. Also, ensure GDCC staff roles are clear, communicated, and understood across the organization.

  3. Diversity - Partner with cross-functional diversity partners to ensure GDCC's recruiting, on-boarding and staff development support the growth of a diverse team and help to build an inclusive team environment.

  4. Recruiting - Serve as GDCC's main point of contact for all recruiting teams, including industry and university recruiting/internship programs. Provide recruiters with specific GDCC knowledge they need to recruit for our positions, including job descriptions, role walk-throughs, data center tours, lists of source companies, searching key words, industry conferences, universities/schools, recruiting videos, etc.

  5. Interviewing - Serve as GDCC's lead to recruiting teams for the interview process, ensuring pre-briefs, interview guides, hiring manager and interviewer training are up to date and completed by staff.

  6. On-boarding - Work with cross-functional partners to continually improve GDCC's staff on-boarding program, including new employee cohorts, new employee buddy program, custom on-boarding plans and checklists by role, role handbooks, overseeing staff progress through the on-boarding process, GDCC University social learning platform, e-learn and deep dive courses, field-headquarters exchanges, and GDCC Boot Camp. Advocate for GDCC to use the latest training technologies to improve delivery, effectiveness, and speed to competency in each role.

  7. Staff Development - Partner with Human Resources Business Reps (HRBP's) to oversee GDCC staff development efforts, including the development and maintenance of clear role descriptions, career expectations matrices, and career possibilities for each role, GDCC's individual contributor to manager development program, and staff training opportunities for career growth with the Learning & Development team (L&D).

  8. Vendor Recruiting, Training, Optimization - Serves as strategic leader of vendor workforce development, including the development and continual improvement of GDCC's Vendor School of Excellence program and its relationship with BICSI's training organization and vendor trainers. Develops industry recruiting videos, while also ensuring the GDCC team is trained on contingent workforce policies and maintains compliance. Leads strategic reviews with the GDCC team to analyze and optimize GDCC's use of vendor labor resources.

  9. Metrics - Develops and manages GDCC workforce metrics to drive performance to business objectives. Metrics include staff hiring, on-boarding, and training, as well as the effectiveness of vendor training in reducing labor hours per install, reducing quality issues and rework, improving vendor design labor efficiency, and evaluating and improving vendor training programs.

  10. Travel - 25-30% to data center sites.

Minimum Qualifications:

  1. 7+ years of management experience, including human resources and/or learning and development

  2. Experience thinking and planning strategically

  3. Experience collaborating, communicating, and developing teams

  4. Bachelors degree in human resources, business, or a related field

  1. 5+ years experience with information technology, networking, or data center teams
