Facebook is seeking a Program Analyst to join our Global Data Center Connectivity (GDCC) Strategy and Planning team. Our data centers are the foundation upon which our rapidly growing infrastructure efficiently operates, and our innovative services are delivered. The Program Analyst will be a leader in orchestrating GDCC’s long range planning and capital management using today’s process while working within the team to improve and build robust process as the business scales. Providing key leadership to how we interface with corporate governance, pre-construction teams, project controls teams, and build a coherent long range capital plan. The Program Analyst will drive success with a knowledge of capital planning, stewardship, financial systems, and knowledge of how they fit with technical operations. The role is expected to provide key support of our initiatives to scale operations and to develop robust processes and tools enabling Facebook’s expansion. This position is full-time and based in our main office in Menlo Park, CA.

Required Skills:

  1. Owning the development, deployment, and ongoing enhancement of GDCC’s long range capital planning and related processes and tools to support a global telecom/data center business unit

  2. Lead the implementation of program structure and technical best practice to the long range plans stewardship and analytics

  3. Work within the team to build clear and concise dashboards and rollups from regional teams around global cost

  4. Clearly build the global message and package for upstream partners and represent risk management for the business

  5. Provide leadership to twice yearly long range planning efforts including consolidation of estimates, cost models, forecasts, and risk models

  6. Partner strongly with Pre-construction/Planning and Project Controls teams to create integrated process between long range planning and period to period cost

  7. Ensure GDCC is represented accurately during capital and expense planning meetings on a monthly, quarterly, and biannual basis

  8. Partner with corporate financial business partners and ensure financial policy, controls, and updates are adhered to in the space and feedback to our business needs provided

  9. Ensure due diligence program is in place regarding depreciation strategy, funding sources, and business unit budget approvals are in place

  10. Work tightly with the Pre-construction/Planning and Project Controls teams within GDCC to architect robust and scalable process around cost, finance, and capital works

Minimum Qualifications:

  1. Bachelor's degree or equivalent in a quantitative discipline – Economics, Engineering, Statistics, Mathematics, Computer Science, or equivalent

  2. 8+ years of work experience in capital planning, finance, cost management, or business process

  3. Experience system and process building in the space

  4. Experience engaging and guiding stakeholders through technical problems in the finance/cost/planning space

  5. Experience influencing and driving technical solutions throughout an organization

  6. Experience providing solutions to problems and meeting deadlines while working in white space

  7. Experience with crafting solutions using data source management tooling and large data sets

  8. Knowledge of capital works and management of infrastructure finance/cost

  9. Experience with MS Office [Word, Excel (intermediate to expert), and PowerPoint]

Preferred Qualifications:

  1. Experience in capital planning, corporate finance, or equivalent in a capital works environment – construction, asset management, resource extraction, large-scale infrastructure, manufacturing, tech

  2. MBA or Masters in Economics, Statistics, or Data Science
