Description of Work THIS POSITION IS MANAGERIAL EXEMPT AND NOT SUBJECT TO THE PROVISIONS OF CHAPTER 126, Article 1 OF THE NC HUMAN RESOURCES ACT.
This position provides the highest level of clinical oversight of all patient care rendered to offenders in the N.C. Prison System. They will monitor the quality of medical care provided through reports, grievances, complaints, on-site visits, special studies and inquires, and provide leadership in evaluating the effectiveness of medical services. The Medical Director will provide support, consultation, and guidance and direction to regional medical directors, institutional physicians and field unit contractual doctors and other professional staff regarding care and treatment of medical patients. They will assess the needs of physician services, collect and maintain data, conduct special studies and prepare necessary reports pertaining to physician services. This position will develop standards and policies, directives, procedures, and guidelines for physician services.
The Medical Director will recruit, screen, participate in job performance evaluations, and recommend employment of qualified physicians, Physician Assistants, Nurse Practitioners, clinical associates, and other key medical employees. This position will coordinate physician services. This position will direct medical staff meetings and coordinate medical committees for the Medical Services Section. This position will supervise the Utilization Review and Infectious Disease Departments and its staff to ensure that quality care is provided within the Section of Prisons’ cost containment guidelines. This position will provide consultation and assistance on budgetary needs and expenditures. This position serves as principal advisor for Medical Services and provides technical assistance in matters pertaining to physician services and medical care. This position assists in the overall efforts in providing comprehensive health care programs for DPS. This position will meet with correctional managers, health care providers, Health Department officials, and others to discuss problems and resolutions. This position will study and analyze legislation, statutes, and regulations that impact upon medical components of the plans and policies of the Medical Services Section. This position will determine and coordinate related in-service training and other staff development activities for physicians and other health professionals as appropriate.
Knowledge, Skills and Abilities / Competencies
Prior experience as a Medical Director in a hospital setting. Prior experience in a leadership role dealing with diverse populations as it relates to medicine and medical treatment. Prior experience providing medical services for complex medical situations. Prior experience working in a Correctional Healthcare Environment.

1. Must demonstrate thorough knowledge of the theory, principles and practices of general preventive medicine and the field of medicine.
2. Must demonstrate prior experience developing standards and policies, directives, procedures, and guidelines for physician services in a hospital setting.
3. Must demonstrate prior experience in utilization review and cost containment to meet budgetary needs and expenditures.
4. Must demonstrate prior experience managing or overseeing the practices of other physicians, physician extenders and other key medical professionals.
5. Must demonstrate prior experience coordinating in-service training and other staff development activities for physician and other health professionals.
6. Must demonstrate skill in treating and diagnosing a variety of diseases and injuries in the practice of family or internal medicine.
8. Must demonstrate experience developing and monitoring quality control measures pertaining to health services provided.
Minimum Education and Experience Requirements
Licensed to practice medicine in the state of North Carolina and five years of experience, including four years in health services delivery management.
Special Qualifier / Selective Criteria: Must be board certified in Family Practice or Internal Medicine and be eligible for an active DEA and malpractice insurance.
