This Regional Trade Operations Manager is part of Facebook’s growing Global Trade Operations team, which is part of Facebook’s Compliance, Security, and Investigations (“CSI”) organization. As Trade Operations, we partner closely with all internal business partners engaged in cross-border trade to enable them to move fast compliantly and efficiently. This includes Infrastructure, Facilities, Engineering, R&D teams, Labs, B8, Oculus VR and IT Logistics. In partnership with Trade Legal, Tax and Finance we educate, enable and empower the organization by building sustainable trade compliance practices that align to the needs of the business while also being scalable for a rapidly growing global footprint. The Trade Operations team is invested in aligning and operationalizing trade practices through a combination of training, responsive partnership, deep subject matter expertise, and excellent customer service.

Required Skills:

  1. Drive efficiencies in operations and spearhead the development of the North American trade compliance program with assistance from the MPK Trade Operations team. Assist with a number of global trade compliance programs and initiatives including supporting global new product introduction efforts, country expansion strategies and development of cross-functional relationships

  2. Act as first point-of-contact for trade operations covering the North American region

  3. Lead North American compliance reviews, audits and manage the post-entry review program

  4. Review and approve documentation for international shipments – including, but not limited to POA’s, export license applications, end user statements and other documentation needed to facilitate shipments

  5. Maintain required import and export documentation in accordance with relevant laws and corporate policy

  6. Management of day-to-day import/export activities in the North American region including daily interaction with the company’s customs brokers, freight forwarders and third-party logistics in the EMEA region

  7. Lead the ECCN and HTS classification efforts for products and technologies in the region

  8. In partnership with Trade Legal, develop and deliver trade compliance trainings for and to new hires, project teams, and management

  9. Manage, assess, and enhance North American trade data in Facebook’s enterprise resource planning (“ERP”) and global trade management (“GTM”) systems

  10. Identify the need, assist with the design, and track the success of Regional Trade Operations automation initiatives

  11. File classification rulings and file post correction adjustments with trade authorities as needed.

  12. Monitor and interpret regulatory changes that affect regional trade operations and communicate changes to affected parties.

  13. Serve as the primary trade operations point of contact with regional finance, tax, treasury and regional infrastructure/logistics teams to gather/ assess local requirements and develop a regional trade program to meet those needs

  14. Monitor trade compliance inquiries by governmental enforcement agencies for resolution and root cause analysis

  15. Develop corrective action assessments for any compliance incidents

  16. Willingness to do all necessary tasks to get the job done. At Facebook, nothing is someone else’s problem

Minimum Qualifications:

  1. Five+ years in global trade compliance, with emphasis on North American jurisdictions

  2. Experience with Customs regulations in North American jurisdictions

  3. Experience with Strategic Goods licensing

  4. Experience with project management and problem solving.

  5. 4-year university degree in business, law, economics, finance or related discipline

Preferred Qualifications:

  1. Post-graduate degree in business, law, economics, finance or related discipline

  2. Experience at an international trade regulatory authority

  3. Operational support of a trade program in the high-tech industry

  4. Customs broker license

  5. Experience with consumer electronics, high-tech and/or aerospace

  6. Trade management systems use or implementation (e.g. Oracle GTM, SAP GTS, Amber Road, Agile)
